Living at the Beijing Sports University from the early 1980s until 1995 I witnessed the transformation of Western Beijing, and the Hai Dian Tech District. I watched a city that was almost devoid of crime become one that was unsafe, and corrupt. Many of the incidents were real, and only the names have been changed.
