Every ninth day for fourteen hundred years, the works beneath Marrow Vale have delivered grain to a valley the Empire no longer administers. In the eighth month of 892, they began delivering one third.
Corwen Ash is Marrow's Undertax-Clerk: one man, one office, a stone hut, and a ledger nobody reads. When Form 31-C arrives four days early with his name already printed on the signature line, he checks the figure. Four valleys have dropped to exactly one third, and six years of records say nothing about why.
The works will answer a question, but not his. It answers an officer standing on a register closed since before the Abdication. The only way onto that register is to file. Correctly. In the right form. To an authority that may no longer exist.
