Someone with a vote and a boat wants this terminal sold, and a forty-year-old inspection is the easiest way to force it. They will not burn the evidence while Vito is holding it.
So Vito does the thing you don't do. He takes forty years of port records into a federal building and says his own name first.
Laney signs the bridge off five years later. She signs his name off too, on the record, in front of the engineers who said the load would never hold.
