Villains is a gritty exploration of power, logistics, and moral ambiguity set in the industrial metropolis of Gravelight. The story follows Arthur Penhaligon, a mastermind who views villainy as a necessary service industry. Unlike traditional antagonists, Arthur conquers the city not through violence, but by controlling infrastructure, debt, and essential resources like water and sanitation.
Opposing him is Valerius, a classic hero whose reliance on grand gestures and idealistic speeches proves useless against Arthur’s systemic manipulation. As Arthur systematically replaces the city’s failing laws with corporate contracts, he forces the citizens to choose between chaotic freedom and a "safe" cage.
