As Arthur systematically replaces the city’s failing laws with corporate contracts, he forces the citizens to choose between chaotic freedom and a "safe" cage.
The narrative reaches a peak when Arthur’s closest ally, Julianna, discovers the true cost of his order—a chemically sedated population. By the end, the hero is broken, the dissenters are silenced, and Arthur sits alone atop a perfect, silent empire.
