This is a book about U.S.-European Trade Relations in the 1980s. It discusses the implications of this history for the multilateral trade regime and what later became the World Trade Organization. It argues that the multilateral trade regime was unable to handle the kinds of disputes that arose in three industry sectors: steel, autos, and telematics.
