From a modest childhood in wartime Singapore to the highest office in the land, Goh Chok Tong's life is a remarkable journey of unexpected opportunities, changing circumstances, public service and national leadership.
Born into a humble family and raised during some of Singapore's most difficult years, Goh never set out with a political career in mind. He excelled academically, studied economics, entered the civil service, and later built a successful corporate career at Neptune Orient Lines. Then, in 1976, an unexpected invitation changed the direction of his life—and set him on a path that would eventually lead to the Prime Minister's Office.
As Singapore's second Prime Minister, Goh inherited a nation transformed by the leadership of Lee Kuan Yew. But he faced a very different Singapore: wealthier, younger, increasingly globalised, and ready for a new generation of leadership. During his fourteen years in office, Singapore confronted major challenges ranging from the SQ117 hijacking and the Asian Financial Crisis to the dot-com downturn and the SARS outbreak.
Yet this is not simply a story about crises and government policies. It is also the story of a leader developing his own approach to leadership—one that placed emphasis on consultation, team-building, leadership renewal and greater avenues for public participation. His journey also took him beyond the Prime Minister's Office, as he continued serving Singapore as Senior Minister, Chairman of the Monetary Authority of Singapore, Emeritus Senior Minister and Senior Adviser.
