The story takes place in Port Elkhorn, a small river city in western Pennsylvania. Once a thriving steel and freight town, it now survives on a distribution warehouse, a regional hospital, and a patchwork of family owned shops. The Allegheny River curves along its eastern edge, wide and deceptively calm. The town is home to families who have lived there for generations as well as immigrants from Nigeria, Mexico, India, Poland, and South Korea who arrived over the last twenty years seeking steadier ground. Everyone knows everyone, or at least thinks they do.
